New conditions for container deliveries to west coast ports, Sweden

Please find below information about changing conditions in ports that some haulage companies operate.
Helsingborg Port (Västhamnen)
In the light of the improved situation in the port, the surcharge of SEK 450 per container delivery levied by most container transport companies (haulage companies) is removed from Monday 2017-09-11.

However some haulage companies will now implement only 30 minutes free time in the port (instead of the previous 1 hour). Time beyond 30 minutes will be charged according to current waiting time tariff/s.

Gothenburg APMT
APMT (APM Terminals) introduces a mandatory extra stop at the old ID check for checking empty import containers with APMT return. From 2017-10-01 this will be charged at SEK 250 per container and will be presented as an extra stop on the haulage companies’ invoice.

Due to worsening opening hours and long waiting times, some haulage companies will also only allow for 30 minutes free time at the port and any additional time will be charged according to the current waiting time tariff/s.

Other Ports
The same terms with 30 minutes free time will apply from 2017-09-18.

These steps are taken to ensure that haulage companies and drivers can stay competitive, continue to provide a reliable service longterm and deliver what customers require.

Extra costs encountered by Global Freight Solutions AB in relation to the above will may also be debitted to customers according to the above Changes.

Effect of the continued conflict at APM Terminals – Port of Gothenburg

Global Freight Solutions once again would like to make all of our customers and suppliers aware of the impact of the ongoing port conflict at APM Terminals. The long running dispute and the current Lock-Out, imposed by APM Terminals themselves, is now resulting in major challenges for all parties in the logistical chain.

Currently there is only a small amount of cargoes that are destined for- or exported via Gothenburg, which manage to be unloaded / loaded over the dock at APM Terminals Gothenburg.

The shipping companies have so far, with different strategies, tried to solve the situation, but we are now seeing the overall effect even in the other “nearby” ports of Varberg and Halmstad. These two ports have begun to protect their existing business by refusing for further calls. The same applies to Helsingborg, which is currently operating above capacity. The port of Helsingborg has now introduced a congestion surcharge. So far, Malmö has been able to gain a lot of West Coast loads and still looks to be the solution for several shipping companies, although it will definitely vary week by week.

We would also like to point out that with immediate effect several shipping companies have begun to charge a congestion surcharge for all cargoes entering / exiting across the west coast – i.e. cargo booked to Helsingborg, Halmstad, Varberg and Malmö – will also be subject to additional costs due to the critical situation that the dispute in Gothenburg has led to. The amount introduced is $ 100 / TEU. At the present time, we can not rule out that this could also hit the east coast load as it starts to be overworked in many ways.

With all of this in mind we implement force majeure, and we must again be clear that we are in no way in a position to absorb the extra costs that now arise at extremely short notice – whether it is congestion surcharges, higher pre-carriage/road transport costs, waiting times from haulers or ground/space and equipment rents.

The haulers will charge SEK450- from 19/6 per container to ensure that they still can provide acceptable service levels. This charge will be charged on your invoice for all transports that go through the port of Helsingborg without exception.

We hope for your understanding and when back in normal mode, this expense will be immediately removed.

Helsingborg Port has announced surcharges – with information about extra handling costs for both import / export cargo as below:

Import Containers: SEK 350.

As well as shorter free time for containers in port: 3 days free afterwards.

Import: SEK 160 / teu and day.                          

Export: SEK 60 / teu and day.

We apologise for the inconveniences caused by the current situation as it appears just now throughout Sweden but this has occurred outside of our control. We will do all we can to reduce the impact to you. We will continue with all our efforts to keep your cargo moving all the way to destination with as little delay and fewer additional costs costs as possible.

APM Terminals to impose partial lockout!

APM Terminals Gothenburg will impose a partial lockout from May 19 until and including June 30, 2017, in response to industrial action. This is intended to protect the operation against the most recent threats of industrial action against the company by the Swedish Dockworkers’ Union, section 4. During the period of the lockout, APM Terminals Gothenburg will be able to offer only a limited daytime service to customers.

“We have done everything in the last year to solve the conflict with the Swedish Dockworkers’ Union, section 4, while making every effort to continue to meet our obligations towards our customers and owners. The steady deterioration in the situation cannot go on, and in order to protect the business APM Terminals Gothenburg is taking protective action against the latest series of planned industrial action”, says Henrik Kristensen, CEO of APM Terminals Gothenburg.

During the past six months, APM Terminals Gothenburg has seen productivity decline of approximately 20 percent of normal weekly capacity. This is equivalent to around 2,000 containers every week. As a consequence of this, the company has lost significant goods flows from a number of customers within the Swedish import and export industries. The terminal normally handles up to 10,000 containers per week, which represents approximately 50 percent of Sweden’s total container import and export volumes.

For over a year now, we have suffered from persistent blockades from the Swedish Dockworkers’ Union, section 4, opposing the use of overtime, use of pool workers outside daytime and recruitment of new employees. In parallel with this, we have worked with continuously high absence rates of around 25–30 percent every day. This is, of course, an unsustainable situation, as it is preventing us from running our business as our customers expect.

In 2012, APM Terminals Gothenburg was chosen by Göteborgs Hamn AB to operate Gothenburg’s container terminal being a global company with the investment capacity and expertise to develop the terminal to improve Sweden’s long-term industrial competitiveness.

We see no alternative solution to this dispute other than a withdrawal of current industrial action and entering a long-term agreement including a period of time without any industrial action. We also need an amendment of the legislation in such a way that an employer who has a Collective Bargainig Agreement (CBA) cannot be subjected to blockades or other industrial action by a trade union, who does not hold a CBA.

Alternatives For Containerized Cargo

During this current period of fully loaded vessels exporting full containers from Scandinavia and Europe to the Middle East and the Far East; G-Solutions, as always, offers alternative transport solutions through RoRo and Break-Bulk services.

Loading “container suitable” cargoes onto RoRo vessels (using MAFI/Cassette) or into Break-Bulk vessels can sometimes be a viable alternative to full containerized shipping services – where the arrival of cargoes at destination before the summer months is vital.

Where ocean based transport services are fully booked, airfreight transports can also be an alternative for smaller consignments when an important deadline at destination must be met. G-Solutions offers complete IATA Airfreight Services.

Update – East Bound Services from Sweden

To all customers, partners and agents:

The reason for this news post and letter is to draw your attention to the current market situation for East Bound services from Sweden to the Far East, IBPS and Middle East markets. Listed below are some of the main reasons for the current difficulty in securing export shipments from Sweden. This current situation is causing unique and extreme disturbances in our ability to quote and ship cargo in a normal manner.


The effect of the below circumstances is that in general all carriers are now refusing to take on any further bookings for the month of March and several carriers are even having booking stops for April. Some space on container vessels is first available on the month of May but these are quickly being booked for exports that were already planned for March and April. Some carriers are still offering rates for these periods, but the rates are high and space can not be guaranteed – space will be granted only if extra allocation is gained or if bookings are cancelled by other Shippers.


This now means that we are forced to work on an “ad hoc” basis where firm schedules and final rates can only be given if and when we have a booking on hand and are given time to examine many possibilities. Offers provided for general requests are based on underlying carrier rates but are as always quoted “subject to space and equipment availability” and may therefore need to be adjusted if the underlying carriers don’t accept the bookings. We realize that this causes difficulties for our clients, but we have no choice but to operate in this way as long as the current situation prevails.


The main reason for this situation is the acute shortage of space and equipment explained by several combined factors, including:

  • An ongoing strike in Sweden’s largest container port Gothenburg. This strike has been off and on since Q4 2016 and with this port handling 60% of the volumes from Sweden, all Swedish ports are now feeling the effects since Shippers have chosen alternative ports from which to send their cargo.


  • Several blank sailings by the main carriers and alliances as a delayed effect of the Chinese New Year (beginning of February). Coupled with high West Bound rates leading to carriers moving empty units to the Far East, these two factors have now resulted in extremely low equipment availability.


  • Three new large shipping line Alliances starting up 1st April: The Alliance, Ocean Alliance and MMH. Almost all major carriers are part of one of these new constellations and there are many uncertainties as to space allocations and rate structures here, resulting in an inability/unwillingness to take bookings in advance.


  • For a short time bad weather recently affected berthing in some of the ports in Germany and Holland causing larger ocean vessels to omit callings and call instead in an adjusted rotation. This also caused delays, congestion and some cargoes missing planned connections leading to a back log of containers in the ports and further pressure for booked volumes on later scheduled vessels.


We very much regret the impact this development is now having on our ability to act efficiently and in a the regular manner we are used to. Our belief though is that the situation will stabilize on the operational side ahead of Q3 when more tonnage is planned from the carriers, greater access to equipment is expected and the new alliances should be more settled in.


For the time being we appreciate your patience and assure you that we will do our upmost to keep the disturbances to a minimum and to work for the best solutions available.

Information for customers of APM Terminals Gothenburg

G-Solutions would like to inform all those concerned by passing on the following news- and update article received from APM Terminals Gothenburg.

“We are writing to you to inform you about the latest development in the port of Gothenburg. There has been a lot written and spoken in the media the past few weeks and some of the infomation has been incorrect or questioned.

Meeting with SDU the 22nd of February.

Last week (week 08) the SDU cancelled their notice of strikes for this week and the overtime blockade, together with IDC and to sit down with APM Terminals for a meeting. The meeting did unfortunately not mean that SDA had changed their demands and as we have explained before, they (demands) are (impossible to meet) from labor laws perspective since they collide with the CBA as do all ports in Sweden which have the Swedish Transport Workers´union.

A verdict from the Swedish Labor Arbitration Court in January regarding another Swedish port with a CBA with SDU led to heavy fines and the agreement was invalidated. That SDU offers 3 months of peace if we disregard existing laws is not an option. A long term solution of the conflict will only be achieved by sitting down with the mediation institute and all stakeholders to implement a solution which is in full compliance with Swedish Law.

The capacity of the port after blockades have been lifted.

That SDU has lifted their blockade unfortunately doesn’t however mean that we are back to full capacity yet. To be able to deliver full service to our customers we need access to substitutes and even some overtime work. Since the CBA from 1974 demands that all overtime work is voluntary and with the continuously changing demands this has made the existing extra resources somewhat in-effective. On top of that we have an increase in absence from work, up to 25- 35 % in some parts of the terminal. More notices of strikes and blockades are to be expected.

Misleading facts in the media

There have been some incorrect claims in the Swedish media. For instance Liberal leader Jan Björklund claimed that the APMT has 30 % of normal capacity due to the strikes and blockades. The right number is 70 % during a blockade. He also claimed in the same opinion piece that the average salary of a dockworker at APMT is 49 527 SEK / month and quite a lot of voices were raised claiming that was wrong. We can confirm that number mentioned was the average salary for 2015 with all salary increments included.

APM Terminals has been actively participating in the urgent mediation to resolve the current labor disturbances at the Port of Gothenburg. Our goal is a long-term agreement that prevents further economic disruptions to Swedish industries and communities caused by port slow-downs and closures. We remain committed to the success of the mediation process, and to working with all stakeholders to implement a solution which is in full compliance with Swedish Law.
